The cost to develop a rocket model is 3X the cost to build it. You can develop multiple configurations of the rocket at once if the differences are only extra stages or boosters, in which case the development cost is based on the cost of the most expensive variant.

The development costs only apply to launch vehicles, not to payloads (e.g. sats or landers).

Launches can occur once every three days per pad. The space centre includes a single pad and costs 35 PP, and extra pads cost 20PP each.

When your program starts, your inexperience means that you can't build liquid engines capable of restart, throttling, or ignition after launch. After three successful launches using liquid engines to at least suborbit, you have the test results necessary to rectify this.
